At around 9 a.m. on September 13, officers responded to an apartment complex located in the 1400 block of Bayside Avenue, where they discovered that the suspect had been in a violent argument with a young girl, according to the Prince William County Police Department.
The suspect hit the juvenile with a phone cord before grabbing her by the neck, officials reported.
The victim contacted police and reported minor injuries, law enforcement said.
Bianca Flood, 33, was arrested for strangulation and domestic assault and battery, police said.
She was held on a $5,000 secured bond and had a pending court date, officials reported.
